You share product descriptions, HS codes (if known), supplier name, destination country, and shipment value. We confirm which documents are required for your specific cargo and route.
HS code verification
We classify every product line using the current China Customs tariff schedule. This determines export duty (if any) and confirms eligibility for FTA CO.
Commercial invoice and packing list prepared
Documents prepared by our team, consistent with actual cargo weight, quantity, and declared value. Both reviewed before submission.
Certificate of Origin applied for
If your destination country has an FTA with China, we apply for CO through the relevant issuing body in Yiwu (Yiwu Customs or CCPIT). This step must happen before goods are loaded.
Export licence confirmed (if required)
For controlled product categories, we confirm whether an export licence is required and coordinate the application. Controlled items shipped without licence face seizure at destination.

We see this every few months: an importer discovers their goods qualify for an FTA rate only after the container has already departed Ningbo. They pay full duty because the CO window is closed. What is a Certificate of Origin and do I need one?
A Certificate of Origin (CO) is an official document that certifies that goods were manufactured in China. It is required when the importing country has a Free Trade Agreement (FTA) with China and the importer wants to claim a reduced or zero import duty rate. Without a CO, customs applies the standard duty rate, even if the goods qualify for a lower rate.
Can a Certificate of Origin be obtained after the shipment leaves China?
No. The CO must be issued in China before or at the time of shipment. Once goods have departed, the CO cannot be issued retroactively. This is the most costly documentation error we see; importers discover FTA eligibility only after the container has already shipped.
Who issues the Certificate of Origin in Yiwu?
Certificates of Origin for trade purposes are issued by either the local Customs authority or the CCPIT (China Council for the Promotion of International Trade). Al Fajar coordinates the application through the correct issuing body for your specific FTA.
Does my product qualify for FTA preferential duty rates?
It depends on the HS code of your product and the Rules of Origin under the relevant FTA. General goods manufactured in China typically qualify. Products using significant non-Chinese inputs may not. We verify FTA eligibility based on your HS code before applying for CO.
What documents does my supplier typically provide, and what do you add?
Your supplier typically provides a commercial invoice and packing list, often without independent verification of accuracy. Al Fajar verifies both documents against actual cargo, confirms HS codes, prepares the customs declaration, and arranges CO and any required certificates. We take responsibility for the complete document set.
Do you handle export licences for controlled goods?
Yes. For goods requiring an export licence, chemicals, certain electronics, dual-use items, and restricted materials- we confirm licence requirements before booking and coordinate the application. Controlled goods shipped without a valid licence are liable for seizure at the destination port.
